Paperless Awarded Contract by Federal Law Enforcement Training Centers to Modernize Purchase Card Management

Aug 12, 2025

Paperless Innovations, a leader in trusted digital payment solutions, announced today it has been awarded a contract by the Federal Law Enforcement Training Centers (FLETC), a key component of the U.S. Department of Homeland Security. This partnership will see FLETC adopt Actus’ Purchase Card Management features to modernize its procurement processes.

FLETC, which provides career-long training to law enforcement professionals from over 100 federal agencies, will leverage Actus to automate and streamline its sourcing, approvals, invoice processing, and reconciliation workflows. The implementation of Actus will enhance operational efficiency and strengthen compliance across the organization’s purchasing activities.

“We are honored to support the Federal Law Enforcement Training Centers in their critical mission of preparing the nation’s law enforcement officers,” said Michael Smith, CEO of Paperless Innovations. “Actus is designed to bring greater transparency and efficiency to federal payments. By automating complex manual tasks, we empower agencies like FLETC to focus their resources on core objectives while ensuring every transaction is compliant and auditable.”

The Actus platform provides a secure, cloud-based environment for compliant workflows that automatically prevents unintended violations, reduces administrative burdens, orchestrates government payment approvals in alignment with Common Governmentwide Accounting Codes, and minimizes the risk of improper payments. This contract award expands Paperless Innovations’ footprint within the Department of Homeland Security, as the Actus solution is also successfully utilized by U.S. Citizenship & Immigration Services (USCIS) and U.S. Immigration & Customs Enforcement (ICE).
